How to set redmine email settings to show all texts as one Language?

I found there is a strange situation...

Settings-Display-Default language-English
My account-Language-Chinese

Then issue email will show half of English texts and half of Chinese texts. All custom fields will show as Chinese, all default fields will show as Enligh.

I think it is not good feature, indeed, if one chose my account language with Chinese, email shall have all Chinese texts, and if one choose my account language with English, eamil shall have all English texts.
