Run Redmine on apache and mod_passenger as another user

Hi.
I installed Redmine on Apache and mod_passenger and it's now running as user www-data.
I wish it to run as a different user (redmine:redmine), so I tried to configure the PassengerUser and PassengerGroup directives, but it does not seems to work (I tried to modify it from www-data to redmine without a redmine system user created yet and Redmine seems to work without any problem, so I think it did not switch to the redmine user).
Could you help me please?
