Phusion Passenger: cannot load such file -- rubygems/util/list

Hello,

I'm very frustrated, because I can't solve the following problem:

When I start redmine, the error.log say:

Can someone help me? Unfortunately I have no idea regarding Ruby

Redmine does not support Ruby 2.3.
