When a watcher is added to an issue, we would like to see that watcher notified.

Ideally, we could customize the email that is sent out to something like

joeuser@bar.com has been added to issue #NNNN.  Please go to SOMEURL.

And we would like to be able to specify this as event under
Administration->Settings->Email notifications for which notifications are sent alongside the current,
