Workflow issue: can't change a new issue status

When I create a new issue with a specific User (with not all the status enabled in the workflow), I try to Edit it again but the Status is not editable anymore.
I reviewed the Workflow enabling for this user the possibility to step from NEW to all the other status, but nothing happen, even if I open a new issue again:
If I enter with a Role with higher profile, then I can change from any state to any state! (and it should be wrong anyway, am I right?)
Any idea on how to solve it?

PARTIALLY SOLVED: that specific roles didn't have the "edit Issues" flagged under the Roles and permission page
What is still unclear is the whole list of status proposed ...
