how can I insert javascript for custom theme?

http://www.redmine.org/projects/redmine/wiki/howto_create_a_custom_redmine_theme says:

Simply put your javascript in javascripts/theme.js and it will automatically be loaded on each page (Redmine >= 1.1.0 only).

I placed a file named "themes.js" inside the "public/javascripts"-directory but the script is not included. What do I have to do to insert a javascript?
