Mail Reminder

Hello thete people
I am struggling to install a redmine mail redminer on my system and before I continue I would like to know if it is possible to remind people about an issue on an hourly basis. so lets say after a ticket is submittedt to the system for 4h, workers get a notification mail that they should start working on it?
