New in Redmine - Upgrading a previous installation

Good morning from Spain,
I'm in charge to upgrade a Redmine 2.5 installation, but I've never used Redmine or Ruby on Rails, so I don't know how the update works. Redmine manual feels like I just have to download the latest version and import files and databases, so... Are latest compatible Ruby and Rails versions built-in?
That was the main question, but I have another one. In the upgrade manual, step 3 (http://www.redmine.org/projects/redmine/wiki/RedmineUpgrade#Step-3-Perform-the-upgrade), in the 7th point there's a "blank" in it's first line:
Run the following command from your new Redmine root directory:
If you're upgrading from Redmine 2.x or below, remove the following file if it exists:
Where is that command mentioned in the first line?
