Protect files for users/roles

I need to protect (hide) some files for users/roles
I don't want every file to be protected, just some of them.

I have created a role which not have permission to VIEW Private Notes in issues and this works but I can not set a file as private protect/hide it.

Is there solution for this? Plugin etc?
