Greetings,

how would I implement a hierarchical site/location custom field for the requestor's location e.g. Group/Site/Department - possibly as a dropdown list ?

I would want to log an issue for a requestor that shows his/her location then have other custom fields that are available conditionally e.g. User A Site A Department XYZ.

Adding conditional logic seems like a tall order.
