Notifications by email

I'm using the Redmine 3.4.6. and I have configured notifications by e-mail and only send e-mail when the user who adds the request is NOT in the list of members of that project.
How can I get the mail?
The e-mail system works perfectly, because if I give you to send the account settings by email, remember password, test email, etc., the e-mail arrives at the moment.
