can't add user

Hello,
when i trying to add a user, after clicking "save and continue" an error appears "504 gateway timeout".
how do i solve the problem:
1. systemctl restart thin
2. systemctl restart nginx
Redmine is working, bat i can't also add user
redmine v. 3.3.2
debian 8
nginx 1.6.2
mysql 14.14
