How to migrate from 3.2.1.stable to 4.0.0.stable

I have been using Ubuntu 16.04.5 and I have installed redmine using the tutorial http://www.redmine.org/projects/redmine/wiki/howto_install_redmine_on_ubuntu_step_by_step
But that was the old version 3.2.1.stable.
I wanted to upgrade the version to latest stable 4.0.0 version.
I followed the tutorial mentioned in http://www.redmine.org/projects/redmine/wiki/RedmineUpgrade#Upgrading
I have created <redmine_dir>/tmp/restart.txt with content "restart" to restart the apps puma, thin and passenger.
But after migrating, redmine is not working. It is showing some passenger error when I access the URL/IP.
Would somebody point me to step by step tutorial for migrating from 3.2.1 to 4.0.0?

test it without passenger first?
