Priority independet of children tickets

Hey!
Redmine version: 3.4.8.stable.17840
Ruby version: 2.3.1-p112 (2016-04-26) [x86_64-linux-gnu]
I have a problem with the priority of tickets. If I have a parent ticket (doesn´t metter which tracker), the priority is not changeble anymore.
Also it doesn´t change when I change the priority of its child ticket.
Under Administration - Konfiguration - Tickets, I found 3 options "Properties for major tasks". For Priority, I already choosed there "independet of subtasks".
Is this a bug or did I miss an important configuration?
