Redmine

When I want create new user, I see statement, that this user is there.
On list members I can't see any user with this login.

When this user trying to log in, he see statement "account is blocked".

EDIT: Problem is solved. Close my notification, please.

*Solution: I show list blocked members and I there found blocked user. I have refused him. Solution is on third screen in attached photo.
