ticket missing / changelog

The Changelogs to Redmine Version 3.4.3 and 3.4.11 references several tickets.
Some of them are not longer available in the ticket section.
Why?
examples are #27186, #31520
Both somehow related to xss vulnerability.
Are they deleted?
Where do I find further information about the ticket content and the xss vulnerability problem?
