Redmine 4.1.0 - Some company did not recieved email notification

After upgrade to new version redmine, our company when creating a ticket or edit him received notification at emails, but some of our company in another project did not receive when they create the ticket. Maybe who knows where is the problem. Maybe I forgot some settings more... I think that's with some mail services trouble not a redmine
