Redmine login page not showing

I get the Apache index page when I try to log into Redmine. Please help.
Please See attached screenshot.
The linux machine is Ubuntu 14.04 LTS
Redmine version is unknown

Is there a way to repair the install without losing data or can Redmine be re-installed?

Ruby is running and remine version is 3.0

Upgrading Ubuntu to 16.04 to see if that fixes the problem.
