Redmine

Using Redmine 5.0.5 (Docker).

I tried creating a new role "Editor" and gave that role the "Edit issues" permission. However, users with the "Editor" role cannot edit issues - even their own!

Is there some other permission needed? It works if I set them to "Developer" but then they can do other things I am trying to prevent.
