Permissions to edit fields in issues

Hi!
Currently Redmine has an ability to restrict editing fileds of issues (feature implemented #3521) but it does not seem to be fully symmetrical to workflow: one can either fully allow or fully restrict editing without a way to allow editing by an issue's creator. Is there any way of doing it or there is a plugin that extends current functionality?
