Email notification doesn't work

Hello. I need help
Sending notifications to email to creator when changing a task (adding a comment, changing the status) does NOT work for all users. But when creating a new task, notifications come(only first time) and the test works. settings - notifications - configured. Default notification option - Only for things I watch or assigned to. Nothing in the logs
