r2789 doesn't seem to make any difference

i installed Redmine 0.8.4.devel.2824 in order to get the changes effected by r2789 ( http://www.redmine.org/projects/redmine/repository/revisions/2789 )
however i don't see any extra options on the administration-settings-incoming mail page.
however i did see the extra options when applying the patch. are there some new settings that need adding to settings.yml? i have the latest one from trunk.
anyone else experience this issue?
