How to enable project copying even for members - Not only redmine admin

I want to enable project copy functionality even for the project creators ie registered users and not only redmine admin. How can I enable that .

Unfortunately, I don't have an answer to this (although I hope someone does). But I am wondering if you can tell me where administrators can find this feature. Can you please walk me through the steps?
