When saving permissions or editing users the changes are not saved.

I am using Windows XP and when I upgraded to version 0.8.5 of Redmine I could no longer save permission changes or user edits. Any reason why this might be the case? I have another instance of Redmine that I updated to 0.8.5 and that instance works just fine. I don't know what might be causing this problem.
