How to delete user account

I cannot find delete icon to delete the user in administration page, it only shows 'lock' icon
I use Redmine 0.71 on windows xp with ruby 1.8.6

User deletion is not possible for now. You can only lock users.

What would happen if I remove it manually from the database? I know I could look up the schema, but I'd like to quickly know first if other tables use the userid as a foreign key with cascade (which means if I delete the user all the stuff he did dissappears). If that is the case, where is it used as a foreign key, so that i might use some sql to change them to a different userid first.
