Files module or plugin feature request

I am not sure about this feature to be a part of the main release or a separate (let say Enhanced Files) plugin.
However I am missing the following features of the standard Files module:
- Track the files downloads (Users, IPs, Times)
- Moving the files between projects and subprojects
Is there an existing plugin that is implementing those?
