Plugin for the import of an Issues CSV list

Hello,
My need is to import a big list of issues coming from a project who intends to switch their maintenance infos from an excel based organisation to Redmine.
Could you please tell me what is the best solution: develop a specific plugin, or try to access directly the MySQL data base ?
