Writing a plugin to change % done value

Hello,
i would like to write a plugin calculating the % done field by spent time and estimated time. On every change of spent or estimated time the % done field have to be updated. I have read the plugin howto and looked into a few plugins but could not find a related problem.
Can somebody give me a hint on how to start?
