Spam reporting plugin

Hello,

I'm looking to write a plugin that lets projects admins report spam tickets. I have a pretty good idea of how to do the interface and the database backend for this from the plugin development tutorial but I could use some suggestions on how to grab/log IP addresses from which tickets are created and how to efficiently apply this IP blacklist to tickets/comment/wiki etc. creation requests.
