Redmine, customize homepage with BlocksLayout

I'm trying to customize the homepage of Redmine. I made some searches on the internet, and I found a plugin call BlocksLayout. Unfortunately this plugin doesn't work. I installed it but I don't see where I can change homepage blocks. And the plugin is not in Administration/Informations. I have redmine 2.4.5
Did someone have an idea ?
