How-to install plugin ?

Hello there.
Are there a how-to install plugins in Redmine 3.x.x ? Which user should have rights to /opt/redmine/plugins ? On a Debian should this be www-data
I know how to copy the plugin into the /opt/redmine/plugin directory.
- What rights should there be on the directory. 755 and www-data
- I should run a command to get the plugin into redmine
