Is there a plugin that tracks how many notes are there in a ticket? (With separators if available)

Aside from tracking how many notes there are in a ticket,
it can also track how many notes a certain user created in that ticket.
(excluding private notes).
I think it would be useful to gauge software quality. (Not an absolute or
100% accurate measurement but still helpful)
