Locking for a plugin to disabled editing of time logs based on project and/or time log date

Hello,
we are using Redmine for Tickets and time logs for projects.
Those time logs are the base for project based accounting for our customers.
The problem is that we need our time logs from our developersa at a given date. Unfortunatly some developers edit/change their time logs AFTER that date, creating errors and costly fixes in the accounting.
Therefore we would like to have the possibility to disable the editing for time logs for dedicated projects or, even better, for time logs for a dedicated period. E.g. disabled editing of time log entries from customer XYZ for dates from 2023-10 to 2023-11.
Someone knew how we can archive that goal?
