Project Version Status

This is something I hacked togather last month that has been modified to fit the 0.9 method of "closing" project versions

I plan on changing the project name an plugin name to match the new "status" style instead of my original "active" flag.

TODO, figure out a way of having a Query dropdown with only active versions instead of all of them

Note: this is untested, were planning on deploying this where I work but have not had the time yet.
