Create variables subject and description new issue pass to url??

I have done half of development:
Created button
Created php calling webservice
I have a problem and do not know how to declare and store ruby and pass variables to a url.
I need to create variables values:
And pass them to a url http://localhost/createissue.php?v1="......"
The variable that I have project if located: <% = h@issue.project%>
