Query and User preferences creation on ruby console

Hello,
1) Can you give a snippet of code to create Queries from console.
Alternatively,
Please suggest a way to convert a string (Filter table , Others column values) to assign to query object
2) Get list of all available user preferences.
Similar to above Others table, Is there a way to assign this to User pref.?
