Redmine.org anti-spam plugin

Hi all,

I noticed that a lot of issues are created for testing purpose or are not even in english.
Could we apply a patch/plugin to redmine.org in order to ask for confirmation before creating the issue with a warning:

This is Redmine's bug tracker for the Redmine project.

If you want to test Redmine's features, please use demo.redmine.org

Otherwise please check that your issue follows the Submissions guidelines.
Issues which do not follow these guidelines will be trashed.
"

What do you think ? It seems like a adding a line of code in the issues view will do the job.
I can try to do it.

I was told that Redmine.org is already using some anti-bot plugins (forbidding users to use the HTTP world)
Could you indicate me where their repository is ?

This is the Redmine issue tracker for reporting bugs or feature requests about Redmine core software.
All data submitted here will be publicly available.

Before submitting a bug report, please read SubmittingBugs to make sure that you provide all the required information.
If you just want to test Redmine, you can go to the online demo.

The problem is that people just ignore it, I'm not sure some kind of additional click will fix this :-(
