Disable/enable option for watchers to manage e-mail notifications

Description
We have an issue in redmine and we have a number of stakeholders who are added to the watch-list of the issue.
When IT employees start resolving the issue they usually post a number of updates to the issue. These updates relate to technical side of the issue. However, the watch-list consists of not only technical persons but also of business-users who should not receive technical notifications.
So, it would be a good feature to:- Add the disable icon to users from watch-list
- When we press the disable icon the user in list becomes visually gray and no more notifications go to him. At the same time (near the user in the watch-list) enable icon appears instead of disable one.
- When we press the enable button the user becomes vivid (not gray) and starts receiving the notifications
