Add revision-management for file uploads

Description
There is no revision-management for any file uploads.
Uploads are put into a directory and if changed the old version is gone.
How about putting them into a SVN-repository (local to the redmine installation or configurable on another server) and get full revision handling on them.
There should be the possibility to delete old revisions of the file if wanted.
No need for SVN though, revision handling could be build without it, because only a small subset is needed.
