I have added a non-member user as a watcher to an issue. User is not member of project.
User cannot see this issue from My page Watched issues
PS. My page Watched issues is working for issues that user clict to star to watch an issue manually. Bu ofcourse he must be member of project

Similiar Problem: Some body open a issue (for example reception for some other user) and put the user as a watcher, the watcher will only see the email if he has a default role. At a new role i have only the possiblity to chooce "issues created by or assigned tu the user" but watching is missing
