Description

Wrong language is shown in the Administration - Settings - Repositories - Applied Status selectbox
then current language is English or Russian and may be other.

I don't know how but it looks like you selected the wrong locale fr when loading the default data set using appropriate rake task (see RedmineInstall#Step-7-Database-default-data-set)?

Sorry, i'm just copy past the command to load default data from link above and it have fr language.
