List custom fields for choosing existing values (projects, trackers, users, roles, enumerations, etc)

Description
It would be nice to be able to choose an existing list of current values while creating a new custom field of the type List.
For example, if I need a custom field for selecting one of the current projects, I would create a new custom field named Projects, then choose the Format = List, then I would either enter values one by one (as it is now implemented) or choose from a list of existing values (eg. Projects for the list of projects in my redmine, User for a list of registered users in my redmine, Roles for a list of the current roles in my redmine, etc.)

In addition, we want removable option(e.g. "Tester" custom field exclude user selected at "Assigned to" value.)
