inheritance of users in the main-father project

Description

Hello,

I'm new to redmine. Right now I'm doing a lot of tests. It is my intention to use Redmine as a task manager (using only the "issue tracking module").

The Front-Office (Main-Ancestor-Project) should be responsible for dispatching issues to various department (sub-project). Each sub-project is private to the members: they only see their own assigned issues and don't see members of the other sub-projects.

The best would be to be able to inherit (from bottom to top) all the members of the sub-project in the Main-Ancerstor-Project so that the Front-Office would be able to dispatch an issue to a specific member. At the moment I'm obliged to add the members to the Main-Ancestor-Project to be able to see them in the drop-down list "assignee"

IMPORTANT: the version I'm workin with is Redmine 2.2.4.stable NOT 1.4.
