Bulk edit issues does not update Status drop down

Description

When trying to bulk edit issues, I'm seeing that the Status drop down is not getting updated when I change the project. The project & tracker my issues start out in only has three statuses avaialble. When I change the project & tracker, I should see seven statuses become available based on the project & tracker selected. However, I that drop-down is not getting updated.

The status drop-down gets updated correctly if I updated the same issues individually.
