Adding members without leaving issue editor

Description
When creating a new issue it should be possible to show the members window in a modal box without leaving the issue editor.
Use case:
I'm writing an issue. Just finished writing a long description. Then on to filling in "assigned to" and custom fields of user type only to find that the needed person is not added as a member.
Currently I have to either
- discard the issue, go to members and add a person and then create the issue again.
- save the issue, go to members and add a person and then go back and edit the issue. This adds an unnecessary journal and possibly sends emails to watchers.
