Description
In 0.6.devel.1093 I cant create a locked sticky topic and the error is that its locked. I had to create it then edit
it and set it locked.
One should be allowed to create a locked topic, since its new, rather than create then edit and set to locked.
(ps there is no forums category in the bug dropdown)
