Hi all,
As for the previous patch, I had the need to send email only to the user in charge for the new status of the issue and
not to the whole group of members for the project.
If you find it useful here is the patch. Suggestion on how to improve it always well accepted.

- Status changed from New to Closed
As this overrides a default core feature (watchers) this belongs in a plugin. Thank you for your contribution.
