openAllow to flag selected issues status as "draft" suppressing notifications and activity-entries for this status values

Description
Goal¶
The idea is, that you can work on a ticket as a draft, store it in between, assign it and change it, add observers etc. but until you are "really" done setting up this ticket nobody will be bothered by e-mail notifications e.g. In practice thus you can collect all necessary information and put it in the ticket in several steps or re-edit it. When you are finished you change the status to (e.g.) "assigned" and any actions on it will now trigger e-mail notifications (corresponding to the user's settings).
To achieve this, the administrator when defining the status values and workflow could flag certain status values (like "new") as "draft" thus suppressing e-Mail notifications whenever an issue has this status. Also "activity-entries" should be suppressed as they are not intended/meaningful before having finished entering all details properly for this ticket.
This does not relate to "store draft" like #2910, which can be achieved with e.g. a firefox plugin like textarea cache. It is more related to the redmine-silencer plugin and the "silencing" activated automatically depending on status.
Please let me know what you think about that.
thanks
Immanuel.
