I'm not sure to understand your needs.
Workflow transition are currently defined per tracker and per
role. So each tracker can have its own workflow.
Does your need is to create workflows and then assign them to
trackers ?

My idea was that you can create a different set of issues
statuses that can be assigned to a certain tracker.

I think currently you can achieve the samce by adding
additional issue statuses which are not used in all
trackers, means you need to unselect them for the transitions.

My suggestion will make it easier to overview (at least I
think so ;-)), but it may add too much complexity to redmine ?

ok, that's not what i understood.
you can indeed achieve it the way you mentioned.
for the moment, i think it's not a priority. maybe later :-)
