Use attachments without issue notes.

Description
When using Redmine without issue notes, the attachments can only be added at issue creation. Then, it is no longer possible to add new attachments files or update existing ones. It is only possible to remove the existing attachments or update the attachment description.
When checking Workflow options, there is no option to tune the attachment behavior for the different roles. To use all the attachments possibilities, it is mandatory to activate and use the issue notes.
Could the attachment functionality be decoupled from the issue note functionality ? Doing so, one could add/remove attachments during the life of the issue without resorting to issue notes.
